    curb appeal help

My house sits up on a bit of a hill. The front yard is landscaped but then there are some trees and a slope down to the street. This slope is really all you see when passing my house. The soil on the slope is not very good no matter how much top soil I add. I have some Juniper shrubs and 3 or 4 Rose Glow shrubs that I prune every year but it needs some color and height. I have added phlox here and there and hostas but it really need help. Heigh in the back, low in the front something clean but would love it to be colorful and full. We do have deer.. they eat my hostas but since this is on the road they typically wouldn't get into it. Would love any feedback with ideas..
